If your good with the mechanical side of things I would only really be worried about the sills inner and outer, arches under the bodykit rust, holes, jack points rusty, inner bootlid rusts from inside out.

Parts are fairly easier to comebuy such as ebay, GSF or member of here or the RTOC.

Yea don't mind the mechanical side. Ive heard about the bodywork problems n that. Whats GSF??

Has phase 1 bits under the rear lights even though this is a phase 2... I'd make sure its not a shitter as said as you may go from a reliable can to a complete nightmare !!

spec:
tomcat turbo / can be turned up alot more - Not Really they tend to not last long at anything over 14.7 psi unless they have been rebuilt with 360 bearings ok it's a full T25 with a .48 compressor housing and the .49 ex housing which is a really good turbo for mthe 5 but in the standard tomcat form unless rebuilt.
uprated starter/altornator - So it has a laguna starter motor probably find that you will be replacing in a years time standard is best and seems to last longer thant any tuner named uprated crap.
uprated head / chrome rocker cover - So whats been done to the head to make it uprated?? ported, polished, cut back valves etc..
samco hoses
full stainless exhaus
strut brace

15" alloys
lowerd on koni adjustables
new leather bucket seats
boost guage
tinted windows (legal)

bad bits:
needs a grill (its cracked) - Campus grill, a new GTT phase 2 grill is about 45 from renault.
speedo works when it feels like it - Check the back of the dash connection as this is a common fault or the connection under the bonnet.
exhaust rattles slightly on back bumper - Thats because it's 2 bloody big a back box go side exit or get a good 2.25 " or 2.5" bore system with a 3" tailpipe

Hi just spoke to the owner of the car and the dial (speedo) says that it wrks interminatly but when does won't go over 50mph.

Any clues dont want big bill till start strippin car

I'm not happy with that R5 so goin to hunt 1 down instead. seen 1 local for 650.

What where you not happy with?

650.00 you pay for what you get matey but aslong as the shell and bodywork is sound you can worst case pick up another engine or fix whats there already.
