I suppose you could try and bond some threaded bar into the arch, with fibreglass resin or something similar. And then line it up with the body work and then spin some nuts ono it under the arch.
I wouldn't use nylock nuts, they need a decent amount of force and you might break the threaded bar off again.
It's unlikely the rear arch will just fall off. You can put some rivets on the sections that are hidden out of sight. Underneath the rear light and along the sill for example.
